contravenes the Treaty. If the "Taiming" had been seized

at a Customs station instead of at Dosing, the trouble

would not have arisen. He suggests, therefore, that the

Canton Government should consult with the Commissioners

of Customs, especially those at Kongmoon and Samshui,

with a view to having all vessels passing their stations thoroughly searched for contraband.

MR. FUNG thanks His Excellency for the suggestion, and promises

to take the matter up on his return to Canton.

HIS EXCELLENCY goes on to say he considers that the trade of

both Canton and Hong Kong would greatly benefit if the Kowloon- Canton Railway were linked up with the Canton-Hankow Railway. He remembers that many years ago he exchanged a good deal of correspondence with Mr. Liang Shih-yi on the subject. This linking-up can but result in great good to the Kwongtung Province. There are about 200 miles of railway yet to be built on the Kwongtung-Hunan border. He commends this question to the consideration of the Canton Government. If Hong Kong can assist in any

way, it will be pleased to do so.

LR. LIANG SHIH-YI says that as one who has probably had more to

do with this question than anyone else on the Chinese side, he would like to make a few remarks. He considers that the two railways should be linked up. The question was dropped on account of the present disturbance and trouble in China, but it should never have been suspended. He will take an early opportunity of expressing this view to General Li Chai-sum, and this view can be compressed in one sentence: "the linking-up will benefit Canton". years he has made a careful study of the problems of com- munications, not only in China but also in foreign coun- tries. He has never seen a case in which mutual benefit has not resulted from improvement by one country of the

communications with another.
